TEMPORARY ROAD CLOSURE – A16 (At Northern junction with Louth Road)

W/c 8 Nov 2010 for 2 days.  It will be necessary to impose a temporary restriction to all vehicular traffic at the location for essential carriageway reconstruction & resurfacing works.  Adequate arrangements will be made to enable pedestrians to access premises in the affected area while works progress.  The A16 road will be closed during off peak time.

CARE, COURTESY AND KINDNESS AWARD – This award recognises NHS staffs in Lincolnshire who have gone over and above their call of duty.  Nominations are welcomed for any health care staff, team or service.  The nomination form to be returned by Friday 26th November 2010 can be downloaded from www.lincolnshire.nhs.uk or collect a copy via the Clerks office.                             

DIGITAL UK – SWITCHOVER – Holton-le-Clay will go completely digital in August 2011.  Further information can be found on the Digital UK website.

PARISH COUNCIL CARER CHAMPION – MRS BETTY GASH

As a Parish Carer Champion the Parish Clerk, on behalf of the Lincolnshire Carers Partnership, would like to identify carers in Holton-le-Clay to enable information to be passed to them that they may find useful in their caring role. I.e. HLC YOUTH CLUB

This is a reminder to parents/guardians that a consent form must be completed for all children/young people who attend the Youth Club.  A new website has been set up at www.hlcyc.org.uk/

HLC YOUTH CLUB - VOLUNTEERS NEEDED.  There are a small number of parent volunteers but more are needed if this club is to be successful.  The Club is open on a Friday evening from 7.00 – 9.00 pm.    

ELDC - STREET SCENE SERVICES                                                                                                          Due to the Government budget spending there has been an overhaul to the street scene services at District.  I understand the new changes will benefit villages like Holton-le-Clay whereby a team of 4 contractors will be working as part of a team.  The Parish Council is waiting for further information.

Until the changes Cyril will continue emptying the bins around the village and help out with some litter picking.  All parishioners are requested to ensure that rubbish is placed in the bins provided and those with children to bring this to their attention too.   

NO CYCLING – PROHIBITIVE SIGN/SIGNS GIVING ORDERS

A reminder to cyclists of all ages that the sign with the red outer circle line, white background and picture of black bicycle indicates NO CYCLING.  This includes the footpath from Peppercorn Walk to Campions Close and Peppercorn Walk via St Peter’s Church to Church Close.  Footpaths are for walking and not cycling.

VANDALISM IN THE VILLAGE

This is costing you the tax payer money.  The village needs to work together to ‘stamp out’ vandalism to avoid unnecessary bills that have not been included in the Precept which was set at £500 for wilful damage.  The area causing concern is the Junior Playing Fields whereby offenders are constantly picking away at the safety surface and it is costing an average of £200 each time to get it repaired.  If this continues, due to Health and Safety Regulations and a tight budget this year, the Parish Council will have no option but to close down that particular equipment or even the whole playground.  The young people need to be made aware of this situation.

BYELAWS - HORSE RIDING IS NOT PERMITTED AT THE 8 ACRES PLAYING FIELDS

DOGS – NO DOGS ALLOWED IN JUNIOR PLAYING FIELDS

A reminder that dogs are not allowed in the Junior Playing Fields – this is the small green area where the children’s playground equipment is in between Garthway and Louth Road.

DOGS FOULING

We ask all dog holders to be responsible and clean up after their pets.  This includes 8 Acres playing fields, all pavements and walkways including the old railway line.  If anyone witnesses dog fouling they are to report it to the ELDC on 01507 601111 and ask for Dog Warden or text DOG to 07781481328.                                                                                                                                                                     Reminder – if you do not clean up after your dog, you could incur a £75.00 on the spot fine with a maximum penalty of £1000.00.

LOUTH ROADDYKES AROUND CLAY LANE AREA

After an inspection from East Lindsey District Council of the Dykes on Louth Road it was apparent that illegal dumping had taken place that has contributed to the flooding in the area.

Flooding caused by dumping not only is dangerous and damaging to persons property but an offence that carries heavy fines, apart from making the village an eyesore it is totally unnecessary to dump grass box cuttings and other materials in these water ways.

TURNING ROUNDABOUTS

Residents are requested not to park at the end of the turning roundabouts in particular on Collection Day.  The refuge vehicle is unable to drive around the roundabout consequently has to mount the roundabout causing damage.

GRASS VERGES

We would ask all car owners/drivers to kindly not park on the grass verges but to use their driveways whenever possible or on the road.  Parking on grass verges not only ruins the grass but makes it very difficult for the grass cutters.

The dates of the forthcoming ELDC Facilities Day are Wednesday 10th November 2010. 9.00 am-1.00 pm and 2.00 pm-4.00 pm and Wednesday 8th December 2010.

The dates of your local ELDC Councillors’ surgery at the Parish Offices are

BULKY ITEMS OF WASTE

If you need to dispose of bulky items of household waste, i.e. refrigerators, freezers, cookers, beds, etc., please contact East Lindsey District Council on 01507 601111 to arrange collection.  The fee is £15.00 for up to 4 items.

WHEELIE BIN COLLECTION

A reminder that the Green Waste Bin and Domestic Waste bins are to be placed out together and alternate each week with the Recycling Bin.  The last green Waste Bin collection for the winter is on 22 November.

DATE OF NEXT MEETING

The next two Full Council Meetings will be on Monday 15th November and Monday 13th December 2010.  All planning applications can be viewed at 7.15 pm. prior to the meetings.  All parishioners are welcome.
