MINUTES OF A MEETING OF

TETNEY PARISH COUNCIL

Held on the 13th August 2015 at Tetney Village Hall

27/15 CHAIR’S REPORT

  • Chairman Maynard welcomed the Councillors and members of the public. He outlined where Fire exits and extinguishers were situated, where to assemble in an emergency, that the building was a “No smoking” establishment and that the Council policy folder was available at the rear of the room.

28/15. APOLOGIES

  • Apologies were received in advance from Cllr Winslow due to illness, Cllr Holden had indicated he may be late and Cllr Bridges and Cllr Watson due to work commitments. All in favour to accept apologies.

29/15. DECLARATION OF INTERESTS

  1. To record declarations of interest by any member of the Council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared. None

30/15. MINUTES OF THE PREVIOUS MEETING

  • Had been previously circulated. It was proposed by Cllr Lukehurst and seconded by Cllr Lane to accept the Minutes. Resolved to accept minutes. These be adopted as a true record’.

31/15. OPEN FORUM

  • No report

32/15. CLERK’S REPORT ON MATTERS OUTSTANDING

  • Purchased new St George flag and Lincolnshire flag

  • Arranged for installation of new tap at allotment.

  • Informed ELDC that Cllr Maynard was Chair for 2015/16

  • Resent planning applications to Cllrs.

  • Put planning comments in to ELDC.

  • Informed School no objections to new fence.

  • Sent letter of thanks to WI for shrubs in Jubilee Garden.

  • Reported overgrown hedge on A1031 (ref 1335363), complained about poor grass cutting around village (ref 1335356), reported potholes and road edge breaking up on Station Rd (ref 1335365).

  • Asked for grate at rear of toilets to be secured.

  • Cllr Lukehurst reported branch hanging over Station Rd.

  • Asked ELDC to remove Mr Gee’s name from Cllr list.

  • Reported trees outside “Chez Nous”, Tetney Lock Rd growing into power lines. (ref 1335360).

  • Sent outstanding minutes to Cllr Maynard to upload to website.

  • Asked for update on disintegrating footpath outside Willowside, Holton Rd.

33/15. TO RECEIVE REPORTS FROM REPRESENTATIVES FROM OUTSIDE BODIES

  1. LCC – No report

  2. ELDC – No report

  3. Outside representatives – Cllr Fletcher reported Holton Le Clay Children’s Centre had received a “good” inspection from Ofsted.

  4. NDP – Next meeting arranged for 17th August.

36/15 Parish Council matters

  1. Tetney Lock – White lines on Tetney Lock Road still not replaced, 30mph limit still at consultation.

  2. Village Hall/Toilets – Small fire in toilets reported to police, only cosmetic damage sustained. Clerk to ask Anglian Water for clarification on ownership of grate at rear of toilets. Village hall committee had meeting with ELDC re. play area funding and design.

  3. Cemetery, Churchyard and Jubilee Gardens – No report

  4. Allotments- New tap installed and adjusted so fills watering can accurately. Mrs Langmaid won best full size allotment and was presented with a trophy and a prize of seeds donated by Limagrain. Clerk to send letter of thanks to judge and Limagrain.

  5. Footpaths, roads, trees, lighting and fly tip- Clerk to report overgrown hedge on Tetney Lock Rd before Hoop End and household waste fly-tipped at recycle centre.

  6. Dog foul, litter bins, benches and notice boards- No report

  7. Police matters and website- Cllr Powell attended Northern area police panel meeting. Several burglaries in surrounding area resulting from mainly unsecured outbuildings and vehicles. Asked for PCSO’s to attend Parish Council meetings occasionally. September will be national rogue trader month and October will be national home security month.

  8. Best Kept Village – Clerk to ask playschool to design poster promoting the competition and to write brief item for the Village Voice.

  9. Christmas Fair – Christmas lights need to be taken down and checked by electrician. Clerk to arrange. Competition to be run again for the school children to switch on the lights. School choir to be asked to perform.
