TETNEY PARISH COUNCIL
Held on the 9th November 2017 at Tetney Village Hall

107/17 CHAIR’S REPORT
Cllr McMillan welcomed the Councillors. He outlined where Fire exits and extinguishers were situated, where to assemble in an emergency, that the building was a “No smoking” establishment and that the Council policy folder was available at the rear of the room.

108/17. APOLOGIES
Apologies were received in advance from Cllr Maynard, Cllr Winslow, Dist. Cllr Watson and County Cllr McNally due to other commitments. Proposed to accept apologies by Cllr Holden, seconded by Cllr Lukehurst. All in favour. Resolved to accept.

110/17. MINUTES OF THE PREVIOUS MEETING
Had been previously circulated. It was proposed by Cllr Fletcher and seconded by Cllr Hill to accept the Minutes. Resolved to accept minutes. These be adopted as a true record’.

112/17. CLERK’S REPORT ON MATTERS OUTSTANDING
Contacted ELDC re purchase of field 51a. – This field is not for sale.
Chased up ELDC re missing dog foul bin – ELDC agreed to relocate the bin at Coastguard Cottages.
Replied to PCC re churchyard maintenance fee and cost of living increase.
Reported streetlight out ELDC43
Reported pothole outside Fairlawns (ref 101000234985)
Ordered Wreath for Remembrance.
Took Christmas Fair sign to sign writer to be altered.
Sent Christmas fair competition letter to School.

ELDC – Cllr Watson asked why field 51a was not for sale – because it is worth too much.
LCC – no report.

115/17. CORRESPONDENCE

116/17    Parish Council matters
Tetney Lock – Dog bin to be relocated by ELDC to Coastguard Cottages.
Village Hall/Toilets – Open drains in the toilet store room are against regulations. Clerk to ask Cllr Watson to enquire why ELDC allowed the toilets to be taken over when they were not compliant.
Cemetery, Churchyard and Jubilee Gardens – Remembrance service organised by School to be held on Friday 10th Nov and Remembrance Service at Church then at war memorial to be held on Sunday 12th Nov. Clerk to lay wreath at Friday service, Cllr Hill and Cllr Lukehurst to lay wreath at Sunday service.
Fire damaged Cherry tree at front of cemetery may need to be removed as it is not growing properly.
Contractor to be asked to finish cutting grass in churchyard.
Letter of thanks to go to Peter Hind for his gardening around the war memorial. Clerk to purchase box of chocolates at Christmas for him to say thank you, proposed by Cllr Powell, seconded by Cllr Hill, all in favour.
Flagpole is not working correctly, Mr Gee to be approached by Steve Stinson who raises the flag, to see if he knows what the problem is. Tree at side of flagpole needs trimming as flags are getting caught on branches. Cllr Fletcher to ask tree surgeon next week. Replacement St. George’s flag to be bought.
Allotments- Parish Council is responsible for vacant plots so a community garden to be maintain by volunteer allotment holders to be created in vacant plot. Produce to be distributed free to the elderly of the village.
Footpaths, roads, trees, lighting and fly tip – ELDC street light 43 now working. Cllr Fletcher having meeting tomorrow with Dong about kerbing around Market Place tree.
Dog foul, litter bins, benches and notice boards – No report.
Police matters and website – Cllr Hill and Cllr Lukehurst to volunteer for community speed watch, Cllr Lukehurst to approach PC Precious about the position.
Christmas Fair – Fair invites sent out, switch on competition letter sent to school, sign for altering at sign writers. Cllr Fletcher has liaised with the electrical wholesalers who have agreed to supply the Parish with a new set of lights for free. Tree surgeon to install the new lights next week. Official offer of thanks made to Cllr Fletcher for her hard work in rectifying the situation 4[‘e#e4e][from Cllr Powell and all fellow Councillors.
Grounds Maintenance Contract – Clerk to ask LCC if grass cutting outside school can be taken on by the Parish. If this is acceptable then it is to be put on Grounds Contract, proposed by Cllr Hill, seconded by Cllr McMillan, all in favour.

Victoria Atkins MP replied to Cllr Hill comments on Fairer Funding for Lincolnshire.
Money Market a/c renewal for 6 months proposed by Cllr McMillan, seconded by Cllr Fletcher, all in favour.
Cllr Powell to arrange crocus bulbs for Jubilee Gardens from Grimsby Rotary Club.
