Lincolnshire Street Lighting (with Update)

As you may be aware, through the recent LCC budget process, we can no longer afford to continue to operate our street lights in the way that we do. It currently costs the county council around £5m per year to operate and maintain the county council’s street lights, with almost £3m of this spent on electricity.

We are therefore transforming the way we provide street lighting in Lincolnshire to save over £1.7m per year, reduce LCC’s carbon footprint by over 6,000 tonnes of CO2 and reduce light pollution. The project will start to deliver changes from April 2016 and is due to deliver the full benefits by the end of March 2017.

Whilst not all parish councils have LCC lighting within them, we thought it was important that you were made aware of the changes.

Please familiarise yourself with the information about our project here: http://bit.ly/1SC6EJj and share this with residents in your local community.  Frequently Asked Questions can also be found on this page.

You will see that as part of the project we are working with the Lincolnshire Road Safety Partnership to determine if it is safe to switch off up to 3,000 street lights on rural roads.  You will receive a further communication from us if these changes affect your area.

If you have any other queries, please contact streetlighting@lincolnshire.gov.uk

Update 8th June 2016:

Subject: Changes to street lighting Transformation Project

Dear all,

As you will be aware, as per the below email from earlier this year, the council has been looking to save £1.7m from its annual £5m streetlighting budget. As part of this the Street Lighting Transformation Project proposed to turn off certain lights in residential areas for part of the night.

Although the majority of these lights will go out at midnight, we had initially planned to turn off some at 10pm.

However, following calls from some of those affected, we have decided to revise our plans, and leave all 'part-night' lights on until midnight. After this time there is significantly less traffic. The move further minimises the inconvenience to, and impact on, the majority of road users whilst still bringing in significant savings.

Those lights that have already been converted to 10pm will be revisited over the next two months and will be reset to switch off at midnight.  The rest of the transformation programme will proceed as planned.

Of course, this change does mean we'll save less and that money will have to be found elsewhere, which is something we're going to have to look at.

You will be aware that as part of the project we are working with the Lincolnshire Road Safety Partnership to determine if it is safe to switch off up to 3,000 street lights on rural roads.  You will receive a further communication from us if these changes affect your area.

In the meantime, you can find further details on the streetlight transformation project at www.lincolnshire.gov.uk/streetlighting .

Kind regards
