Meetings for 2016 - 2017 held on Mondays at St Andrew's Parish Hall at 7 p.m.  All welcome.

The meetings have now been arranged to take place on the third Monday of the month on Monday 19th September 2016, Monday 21st November 2016, Monday 16th January 2017 and Monday 17th March 2017.>There is an open forum at the beginning of each meeting to allow you the residents to come and ask questions of the Councillors on any matter on the agenda. 


Every council must hold a minimum of 4 meetings per year.  One of which is the Annual Meeting of the Council (usually called the AGM) which is held in May.  There is also a separate meeting for the electors in the parish called the Annual Parish Meeting.  Its decisions are not binding on the Council.  It is a relic from the Middle Ages when decisions were taken by meetings of local inhabitants in the church vestry.  A meeting must be publicly advertised a minimum of 3 clear days except for the Annual Parish Meeting which has a minimum notice of 7 clear days.


This gives the time & place of the meeting, and is a summons to all councillors to attend.  It specifies the business which is to be dealt with at the meeting.  The agenda is usually displayed on the public notice board on the Village Green at Witham-on-the-Hill.


These are a record of what took place at the meeting, but they are not a verbatim record of what was said.  The minutes only become minutes once they have been approved & signed at the next meeting otherwise they are called notes. Once signed, minutes become a legal document and the Council’s prime record.
