IMPORTANT - ELDC PROPOSALS TO TURN OFF FOOTWAY LIGHTING
ELDC is actively pursuing ways in which it can cut its budget outlay by some £6 million over the next four years, as Government funding to support local services continues to reduce. As part of these cuts, ELDC are consulting over a proposal that they will no longer provide or maintain the footway lights on Bank End, Browns Lane, Cemetery Rd, Church End, Churchill Close, Churchill Rd, Eau Bank, Jubilee Rd, Marsh Lane, Sandy Lane, School Lane, Field Lane, South Rd, Warren Rd, Wembley Rd, Willerton Rd and Warrenside. The Parish Council will be discussing this again at its next meeting to be held on 25th April and 16th May 2016 at 7pm, and subsequent meetings, in the Luke Walmsley Pavilion, but have already suggested to ELDC that these lights are an essential service and should be provided by either the District or County Council as a matter of public safety and crime reduction, and other non-essential items should instead be cut. The annual cost of electricity and maintenance of these lights is around £6,500, plus the cost of replacement of damaged or faulty lights and ongoing renewal and replacement. The lights are apparently not the right standard for Lincs County Council to take them on, and there is a European directive on energy saving, which if it applies to parish councils, would mean additional costs to swap all the lights over to LED fittings. There is version 3 of questions and answers about the lights compiled by the Clerk - see below. Please ensure that you make your views known on this ELDC proposal, either by coming to the council meetings or by contacting your District Councillors – Cllr Robert Palmer 358647, or Cllr Danny McNally cllrd.mcnally@lincolnshire.gov.uk07810 304434, or the Clerk on 359282 or email nspcpearce@btinternet.com. The Clerk can provide a full list of the lights noted above, and ELDC’s list of proposed budget cuts is available by email from District Councillors or the Clerk or from their website or offices.
