6th December Notice of Councillor Vacancy

11th November Beaver Scouts - Fundraising Day

The Beaver Scouts will be holding a fundraising day on the 21st November 2015 between 2 pm and 4 pm in the function room of the St Andrews Centre. The aim of the fundraising is for the proposed Community Access Defibrillator, which the Pavilion Bar is currently endeavoring to raise funds to purchase one for use in the village. 30th October Dog Fouling

The Parish Council are aware that this is a major issue in the village and residents may be unsure as to what actions they can take to report this.

West Lindsey District Council is the responsible authority for direct enforcement of Fixed Penalty Notices (FPN) under the Clean Neighbourhoods and Environment Act 2006. We currently have one Enforcement Officer who issues FPN on behalf of WLDC. Anyone found guilty of an offence under this Act can face a fine of up to £1000. Alternatively an offender may be given the option of paying a fixed penalty fine of £50 and avoiding a court hearing. Our Enforcement Officer also has powers under the Clean Neighbourhoods & Environment Act 2005 to deal with issues such as littering, graffiti and nuisance parking.

It also an offence to provide false or misleading information to an Enforcement Officer when requested to so.

Saxilby Parish Council have also authorised the training of two further staff members and delegation of powers to act as Enforcement Officers. Once these staff have achieved accredited status, we will advise this via the website, notice boards and Foss Focus.

In addition we have now posted signage at all the entrances to the St Andrews Recreation Field advising dog owners that their pets must be kept on a leash at all times. This again, is enforceable by means of a FPN or court action with a fine of up to £1000. We would also remind residents that the Burial Ground is off limits to dogs with the exception of assistance dogs for the blind/visually impaired.

16th October 2015 NDP Drop In Session

The Neighbourhood Development Plan Committee will be a holding a drop-in session on Friday 23rd October at the Village Hall between 4pm & 7pm. This is your opportunity to speak to the members and ask questions or put forward your viewpoint directly to them.

2nd October 2015 Lincolnshire West Clinical Commissioning Group

We have this morning received a letter from the NHS Lincolnshire West Clinical Commissioning Group, inviting residents to a listening event at The Showroom, Tritton Road, Lincoln on Tuesday 3rd November 2015 from 9am till 1pm. A copy of this letter will be displayed in the Parish notice board at the High Street/ Highfield Road junction

18th September 2015 Planning Committee Meeting 23rd September 2015

Due to the unavailability of committee members on this date, and thereby not quorate, the meeting will be now be held on the 7th October at 6.30 pm, prior to the meeting of the Full Council. The St Andrews Committee on the 23rd September will still go ahead as planned

15th September 2015 Appointment of New Chair, Acting Clerk & Acting Bar Manager

At an extraordinary meeting of the Full Council on Wednesday 15th September 2015, the following appointments were made;

Councillor Alison Clubley - Elected to Chair of Saxilby with Ingleby Parish Council.

John McDonald - Pavilion Bar & St Andrews Centre Manager, appointed Acting Clerk to Saxilby with Ingleby Parish Council.

Christopher Cooke - Function & Events Coordinator, appointed Acting Pavilion Bar Manager.

The Parish Council will shortly begin the recruitment process for the substantive Parish Clerk post and the two persons appointed to acting roles will return to their previous positions within the organisation.

4th September 2015 Resignation of Vice Chair Post by Councillor Speirs

Councillor Speirs has requested that the following extract from her resignation letter be placed onto the news section of the website;

I am resigning as vice chair with immediate effect.
My reason for this is there is a councillor that at every meeting I attend when he is present is negative, aggressive and sometimes intimidating. I have tried to overcome these issues but it is getting increasing worse so it is better for me to step down and continue to be a councillor.
I joined the council to have an effect on the changes in the village and feel I have done that to some extent. I will remain on the community committee as this is where I feel my strengths lie and also from the comments by parishioner’s that the village looks great. I also enjoy attending the events and will continue to do so. I will also be available to support the managers and staff where needed in this transition.

4th September 2015 Community & Finance Meetings

This is to advise that the meeting to be held on Wednesday 9th September have been postponed and they will rescheduled at the earliest date available. L Hillman Vice Chair.

24th August 2015 WLDC Benefits Advice Surgery

WLDC have advised us that from 5th October 2015, the weekly drop in advice service at the St Andrews Centre will become a fortnightly service. The next session after 5th October will be on 19th October at 1.30pm in the council meeting room. WLDC have indicated that the fortnightly sessions will remain in place until 16th May 2016.

The Saxilby Village Action Group have requested if we can display the following poster on the website for them. The poster is regarding the Public Inquiry into the proposed building on the Church Lane Site. The Inspector will be holding the meeting in the Village Hall from 10am Tuesday 18th August and SVAG ask that residents attend this important meeting

15th August 2015 J H Walters Questionaire Result

13th August 2015 New Community Engagement Officer interviewed on Lincoln City Radio 103.6 fm

Keith Taylor the new Community Engagement Officer was today interviewed live on air by Lincoln City Radio. During the interview, Keith talked about his career, achievements and his aspirations for his role with Saxilby Parish Council.

Keith told LCR, that in the past four weeks he has made great inroads with the development of the MUGA, skate park and had met with design consultants over these items. He also spoke about the future plans and his planned meeting with village groups to try and enhance leisure activities for all ages in the village

13th August 2015 Cheque Presentation

The manager of the Pavilion Bar was today presented with a cheque for the amount of £1000 by Adams Stocks of Small Beer Ltd on behalf of Molson Coors Ltd.
This amount is for the listing fee for the bar entering into a 12 month contract with Molson Coors to be the predominant brand supplier. In addition to this, the bar will also receive free stock from Molson Coors to the retail value of £1689.60 as payment towards the BT Sports package. Heineken Brewery will also shortly be presenting the bar with a revision payment of 3% for the period February to July 2015 against purchases of their products. The balance of the remaining funds from the listing, stock and revision payments will be passed to the general funds of the Parish Council.

8th August 2015 Parish Council Election

We have today received the official notification from the Returning Officer for the result of the Election held on 6th August 2015.

The result is as follows;

ASHTON, Sadie Louise 224 Votes

NICHOLSON, Patrick 176 Votes

Sadie Louise Ashton is therefore elected to the post of Parish Councillor for Saxilby.

Congratulations to Councillor Ashton on her win, and commiserations to Patrick Nicholson who conducted a very fair and honorable campaign.

1st August 2015 Neighbourhood Development Plan

A new section has been has been placed onto the website. The agenda and minutes for the Neighbourhood Plan meetings can be found under the minutes and reports section of the website.

22nd July 2015 Meeting with WLDC

We are pleased that WLDC Neighbourhood Planning Office, Luke Brown, and their NDP Champion, Cllr Steve England, are to attend the next Full Council meeting on 5th August so we can share knowledge about how we can quickly proceed with the delivery of the Neighbourhood Development Plan.

A separate meeting with them is to be held with our Chair, Peter Odam, in the next few days so we can ensure that this matter is placed high on the priorities of the Council.

22nd July 2015 Neighbourhood Development Plan

It is proposed to hold the first meeting of the reconvened Council Working Group for the above on Tuesday 11th August so we can move forward with this important document which will shape various issues in the Village for the next 20 years. The format of the Group will be discussed at the next Full Council Meeting and then hopefully work can commence on developing the Plan.

17th June 2015 Parish Council By-Election

West Lindsey's Electoral Services Team has confirmed that the by-election to fill the current vacancy on the Parish Council will take place on Thursday 6th August.

Nomination papers are available for collection from the Council Offices at the St Andrews Community Centre. These must be returned to West Lindsey by no later than 10th July.

To be eligible, candidates must:

  • be included on the current Register of Electors for the Parish OR
  • have lived in or within 4.8 kilometres of the Parish for the 12 months preceding the election OR
  • have worked in the Parish for the 12 months preceding to the election.

4th June 2015 Parish Council Vacancy

West Lindsey's Electoral Services Team have confirmed that they have received to necessary 10 requests, required to trigger an election for the vacant seat on the Parish Council. The election is likely to take place in late July/early August.

28th May 2015 Notice of Parish Council Vacancy

Formal Notice of a vacancy on the Parish Council has today been posted on the Parish Council Notice Board at High Street / Highfield Road.

Registered voters in the Parish now have until 19th June in which to request that an election take place. Requests must be in writing, to the Returning Officer at West Lindsey District Council.

22nd January 2015 Parish Finances

19th January 2015 Highfield Rd/High Street Flooding
We have today spoken to Anglian water regarding the problem at the High St/Highfield Rd junction. This a long standing one, caused by the fact that the road surface at the junction dips between two gulley's. Cleaning the gulley's will not resolve the problem. This will require work to resolve the problem of the level of the road. This will no doubt be expensive, but we will raise this issue in our next liaison meeting with the County Council.

Can we apologise for the lack of Updates; unfortunately we have had issues with Malware and have been unable to update for the last 7 days. This has now been resolved.

09th January 2015 2015/6 Precept

At the recent Full Council Meeting, we agree, by majority vote, to increase the Precept to £158654 being a £8324 increase on 2014-15 Precept of £150330.
Using WLDC calculator (taking into account the WLDC contribution and the Council Tax Support Grant) this will mean a Band D charge of £118.56 per annum which will be an increase of £5.32 per annum. This equates to an increase of 4.7%. To put this into perspective, this will equate to a 44p per week increase for Band D Properties.
To summarise the Budget there will be: -
more spending on Grounds
less spending on the Community Centre
increased spending on Community staff and the Youth Club
spending on developing the Neighbourhood Plan

08th January 2015 Pavilion Bar & Café

At last nights Meeting it was agreed to review the Café operation in light of the continuing losses to ascertain whether there were savings to be made or alternatively whether a different model could be used to ensure that we could continue to open the Library under the agreed Contract with LCC for 49 hours per week on 7 days per week. This matter will be considered again at March's Full Council meeting.

03rd January 2015 2015 Election costs

We have today been advised by WLDC of the costs involved if we have a contested Parish Council Election on 5th May 2015. Their advice states "Please find below estimated election recharges in respect of parishes with an electorate in excess of 1000 electors. The figures given reflect the fact that some costs will be shared 3 ways at the elections on 7 May 2015 and these are shown separately. Parishes should note that if there are any by-elections they will have to stand the full cost in addition to a decision as to whether or not poll cards should be issued, these are charged at 36p per elector in order to recover postage and printing costs.”

Our costs for the Parish will be £2600.
